对于很多人来说,尤其是年轻一代,罗马尼亚可能是个稍显陌生的国度,实际上这个有着“黑海明珠”美誉的东欧国家是最早与新中国建交的国家之一——在新中国成立之后的第四天,罗马尼亚就和中国建交了,并从此开启了一段70年的深厚友谊。

Romania may not be as well-known as other European countries to many Chinese, especially youngsters. The country, dubbed the Pearl of the Black Sea, however, was among the first states in the world that recognized the People's Republic of China—just four days after the founding of the PRC.

时值中国农历新春,同时也恰逢新中国成立70周年以及中罗建交70 周年的重要里程碑,罗马尼亚驻沪总领事奥雷利安·内亚古先生接受了东方网的新春专访。 

On the occasion of 2019’s Chinese lunar New Year, and the 70th anniversary of the founding of the People's Republic of China as well as the 70th anniversary of the establishment of diplomatic relations between China and Romania, Eastday.com has invited Mr. Aurelian Neagu, Consul General of Romania to Shanghai, to have an interview.

中罗友谊源远流长: 现在仍有很多罗马尼亚人说着一口流利的中文

Sino-Romanian friendship goes way back

“1949年时,中国和罗马尼亚都处于新时期的开端,都是年轻的社会主义国家,有着相同的意识形态,虽然当时我们都处于百废待兴的状态,但可以互相帮助。当时的关系是基于一种信任和合作。”内亚古先生和我们回忆起了当时两国当时的情形。

“In 1949, China and Romania, two young socialist countries, were both at the beginning of a new era and shared the same ideology, and therefore could help each other. Our relationship was based on trust and cooperation,” Mr. Neagu described the beginning of the relations between the two countries.

说到当时在北京刚设立驻华大使馆时的情形,内亚古先生笑着告诉我们,“罗马尼亚驻北京大使馆是当时最大的外国使馆之一,但具体情况得要问罗马尼亚驻华大使了,呵呵。”

“The Romanian Embassy in Beijing was one of the largest embassies in China at that time. But I don’t know the details and the Ambassador in Beijing should know more, “smiled Mr. Neagu.

当时,罗马尼亚也为新中国早期工业化建设发挥了重要作用。“在新中国成立初期,我们可能是仅次于苏联的第二大援助国,当时派来了很多专家,为中方人员培训,提供农业、工业方面的技术。” 内亚古先生自豪地告诉我们。“上世纪70年代,罗马尼亚为恢复中国在联合国合法席位也给予了坚定支持。” 他补充道。

It was true that Romania contributed a lot to the early industrialization of China. “Romania was probably the second largest contributor to China, second only to the USSR and we sent many experts here and offered training and agricultural and industrial technologies,” said Mr. Neagu proudly. “Romania also assisted China in restoring its legitimate position in the United Nations in the 1970s,” he added.

“从那时起,两国的领导人之间关系就非常密切,友谊深厚,高层互访频繁,两国也互派留学生,时至今日,仍有很多罗马尼亚人说着一口流利的中文。中国也有很多会说很流利罗马尼亚语的人,对此我感到很高兴。” 内亚古先生微笑着说道。
“Since then, the leaderships of the two countries have enjoyed a very close and stable relationship and paid frequent visits to each other. We sent students to each other for study. Today, there are still many Romanians who can speak fluent Chinese and also many Chinese who can speak fluent Romanian. I am very happy about that.”

诚如内亚古先生所言,即使罗马尼亚1989年罗发生剧变后两国的意识形态和社会制度出现差异,两国友好关系依然历久弥新。其中,2003年曾被称为中罗关系发展的高峰年。在非典肆虐我国之际,罗总理讷斯塔塞却主动要求访问我国,表现了中罗是患难见真情的真正朋友。
As Mr. Neagu said, despite the differences in precise ideology and political system between the two nations after dramatic political change in 1989 in Romania, the good relationship between China and Romania has never been changed. This can be best evidenced by the fact that then Romanian Prime Minister Adrian Nastase paid a two-day official visit to China in 2003, despite the deadly severe acute respiratory syndrome (SARS) epidemic sweeping across China.

机遇与挑战并存 中罗经济合作潜力大

Great potential in economic cooperation

说到中罗之间的经济合作,内亚古先生不无感慨地告诉我们,随着1989年的政治剧变,使过去中罗国企之间的大部分合作都消失了,因为大部分罗马尼亚国企也都消失了,私有化了,运营方式完全不同,需要时间重新和中国企业建立合作,这个过程并不轻松。而且对于罗马尼亚目前的大部分中小企业而言,尚不具备规模和实力去探索远隔万里之外,语言文化习俗都差别很大的中国市场。对于那些有勇气探索中国市场的企业来说,成功推销一样产品后,如何在供应端满足中国市场巨大的需求量是个极大的挑战。因此很多罗马尼亚公司在和中国公司合作之前,会在这方面有所犹豫。

Talking about economic cooperation between China and Romania, Mr. Neagu told us that most of the Sino-Romanian cooperation between state-owned enterprises no longer existed after the 1989 revolution in Romania, as most Romanian state-owned enterprises were privatized and operated differently. It took time for them to reestablish cooperation with Chinese companies and it was not an easy process. Today, most small and medium-sized Romanian enterprises don’t have the size and power yet to think about a market that is ten thousands kilometers away where people have a totally different culture and language. For those who have the courage to engage in the Chinese market, the huge demand that may appear from the market can be a daunting challenge even after they have successfully promoted a product.

即便如此,中罗之间的经济合作空间仍很大。2015年,两国签署了推进“一带一路”建设的谅解备忘录,罗马尼亚成为首批与中国签署类似协议的国家。对于“一带一路”倡议,内亚古先生也非常的看好。 “一带一路计划会给沿线国家带来很多发展机会,罗马尼亚也可以成为复兴丝绸之路这条古老贸易走廊的合作伙伴,并从中获益。当然,就目前而言,和其他一些欧洲国家相比,罗马尼亚和一带一路的联系还不够紧密,因此也尚未完全享受到“一带一路”带来的“红利”,未来还有巨大的空间。将来如果有直通的中欧班列,两国之间的进出口贸易会增长更快一些。”

Despite that, Mr. Neagu still sees great potential in economic cooperation. In 2015, Romania was among the first batch of countries to sign a memorandum of understanding with China on the Belt and Road Initiative. “The Initiative replicates a long historically proven project that helps a lot to the development of mankind by facilitating commercial and cultural exchange between east and west,” Mr. Neagu said confidently. “It will bring a lot of developments along the corridor that goes all the way to Europe. We can be partners in reviving this ancient communication trail, which will bring us many benefits.”  

“The benefits of the Belt and Road Initiative, however, have not exactly reached Romania yet for the moment, as we are not strongly connected with the trade corridor that China has established with the west. When we, for instance, have direct access to railway transportation that goes to China easily, we can send more goods to China that we would like to promote.”

内亚古先生跟我们介绍说,比如在农业方面罗马尼亚就有很大的潜能。罗马尼亚的粮食产量可以满足大约7000万人口的需求,但罗马尼亚只有2000万人口,所以如果国内生产的剩余粮食如果能出口到中国,同时也满足广大中国人民的需求,他会乐见其成。

Mr. Neagu took agriculture as an example. “Our agricultural products can feed a population of approximately 70 million people. Our population is only 20 million, which means we can create extra food for another 50 million people. If we can find a way to export the extra agricultural products to China and make a better living for Chinese families at the same time, we are happy to do so.

签证数量翻了十倍 文化交流再续前缘

Ten times as many visas issued as 19 years ago

罗马尼亚驻沪总领事馆是2000年设立的,过去19年来,总领馆的工作也发生了很多变化。内亚古先生告诉我们,其中之一就是签证数量大幅增加,从刚设立时每年签发200-300张签证,到如今每年签发2000-3000张签证,这其中工作流程简化发挥了重要的作用。比如,2015年9月之前,每份签证申请都需要通过传真将材料发回至罗马尼亚审批,所需时间比较长。在那之后,对于90天内的短期签证,当天就可以审核,48小时内就可以签发出。而对于团体旅游签证,通过具备资质的旅行社就可以代办了。

The Consulate General of Romania in Shanghai was set up in 2000. There have also been many changes in the work of the Consulate General over these 19 years. One obvious change is the number of issued visas. Mr. Neagu told us that they issued 200-300 visas annually when they first opened their office in Shanghai. Now they are issuing ten times as many visa as they did 19 years ago. A simplified process is one of the key factors. Before September 2015, for example, each visa application had to be faxed back to Romania along with other materials for approval. In contrast to that time-consuming process, currently, applications of a short-term visa of up to 90 days of stay can be reviewed on the same day and a visa can be issued within 48 hours. Moreover, applications for group tourist visas can be submitted through a qualified travel agency.

签证数量增加,也是两国人员交流越来越频繁的真实写照。其中之一就是有越来越多的中资企业赴罗投资,包括华为、浙江正泰、中国华电、中广核等,涉及领域涵盖通信、太阳能电站、煤电厂及核电项目等。华为更是在2017年在布加勒斯特设立了新的全球服务中心。 

Behind the sharp increase in the number of issued visas lies the fact the exchange of people between China and Romania has been increasingly frequent in recent years. One aspect is the increasing investment in Romania from such Chinese companies as Huawei, Zhejiang Chint Electrics, China Huadian and China Guangdong Nuclear Power Company, covering such sectors as telecommunications, solar power stations and nuclear power. In 2017, Huaiwei launched its new Global Service Center (GSC) in Bucharest.

说到交流,文化交流自然也不可或缺。罗马尼亚60、70年代的电影曾经在中国风靡,内亚古先生开心地告诉我们,很多像他这个年纪的中国人都跟他说年轻时候看过很多罗马尼亚电影,甚至都还记得电影名字、角色和剧情,像《沸腾的生活》、《橡树》等,当然这和当时的对外交流非常有限有关,就像罗马尼亚当时也只能看到前苏联的电影。那段记忆虽已久远,但今日中罗的文化交流也并未停下步伐。对此,内亚古先生也是如数家珍。比如2年前的上海国际电影节,就是罗马尼亚籍导演克里斯蒂安·蒙吉任评委会主席,他对于上海电影节的氛围和质量也是赞不绝口。上海国际艺术节和罗马尼亚锡比乌国际剧场艺术节之间也经常有互动演出。就在去年10月底,曾经在锡比乌戏剧节上首演的锡比乌国家剧院的改编剧《俄狄浦斯》在上海国际艺术节上演出,反响热烈。而在罗马尼亚国内,学习中国文化和汉语在罗马尼亚年轻人当中也有着很高的重要性。
Cultural exchange is another indispensable aspect. Romanian movies produced in the 1960s and 1970s were very popular in China in that era. Mr. Neagu told us that many Chinese of his age once have told him that they watched a lot of Romanian movies in the old days and still remember the names, characters and stories today. Built on such a good foundation, the cultural exchange between the two countries has moved on in the new era. Romanian Director Cristian Mungiu was the jury president of the 2017 Shanghai International Film Festival and he spoke highly of the quality and atmosphere of the festival. Oedipus, an adapted play produced by the Radu Stanca National Theatre in Sibiu was performed during the Shanghai International Art Festival at the end of October last year. Besides, learning Chinese and Chinese culture is of high priority among Romanian young people today.

关于习近平主席提出的开放包容的外交理念,内亚古先生认为很睿智,也表示非常认同。过去全球的发展一度呈现出零和游戏的特征,但这样是不可持续的,只有所有参与方都可以获利,去分享发展的好处,才是可持续的,这也是唯一可行的道路。而去年11月在上海举行的首届进博会就是中国对这一普惠包容、互利共赢理念的最好展示。虽然此次进博会罗马尼亚参展商并不多,但是罗马尼亚商务部长斯蒂芬·拉杜·奥普雷亚领衔的政府代表团也来观摩了进博会,了解了进博会的具体情况。内亚古先生表示,他相信日后将有更多的罗马尼亚企业来参加进博会。同时他也真诚希望中国未来可以继续改革开放的步伐,与全世界共享改革开放带来的成果,并继续在国际社会中承担负责任大国的角色!

Mr. Neagu believes that the diplomatic concept of “openness and inclusiveness” advocated by China is very wise. “Not so long ago, the development in the world was like a zero-sum game. But this is not sustainable.The only sustainable way is to share the development with others and bring benefits to all participating parties.” he said.

That concept can be best exemplified by the first China International Import Expo held in November last year, which attracted exhibitors from 172 countries and regions. Though Romania had only a few exhibitors in the first CIIE, the participation of the government delegation led by Ştefan-Radu Oprea, Romanian Minister for Business Environment, Trade and Entrepreneurship, has laid a good foundation for more Romanian companies to participate in the second CIIE.

At the end of the interview, Mr. Neagu sent his best wishes: “On the occasion of the 70th anniversary of the founding of the People's Republic of China, I would like to send everybody my sincerest wishes for prosperity and good health!"
