BMO副董事长：支持加拿大初创企业与中国合作  找对人是关键

"We encourage that Canada's startups do more joint ventures with Chinese potential partners and fine scale here", Dr. Kevin G. Lynch, Vice-Chair of BMO (Bank of Montreal) Financial Group said in Shanghai recently that Canada has a number of startups focused on IT, clean tech and artificial intelligence, and the key is how to find right partners and work together in China. He also gave his views on what supports banks can provide to these startups.

"我们鼓励加拿大的初创企业到中国寻找合作伙伴，共同放大规模"，蒙特利尔银行金融集团副董事长林凯文博士近日在上海表示，加拿大有众多在信息科技、环境治理、人工智能领域的初创企业，关键是如何在中国找对人、找对机构，以及如何开展合作。此外，他介绍了加拿大金融机构对初创企业可提供的扶持。

Dr. Lynch is also Former Clerk of the Privy Council and Secretary to the Cabinet, Government of Canada. He came to Shanghai for the series lectures "Canada in Conversation" hosted by Canadian Consulate General in Shanghai on May 27, 2016, where he delivered a speech titled "Canada: a new government and new priorities in a changing world".

林凯文博士也是前加拿大枢密院大臣、内阁秘书，他此番来沪是参加由加拿大驻上海总领事馆主办的"对话加拿大"系列讲座活动，以"加拿大：日新月异的世界，新一届政府，新的工作重点"为题作了演讲。

"I am Director of Communitech, which is Canada's biggest incubator. We have an average of 500 startups a year", said Dr. Lynch at the beginning. He introduced that there are a range of startups in Canada, like IT, Internet of things (embedding IT applications into smart machines), clean water and especially artificial intelligence which is one of the strengths of Canada. All of these have broad prospects for cooperation with China.

"我本人就是加拿大最大的一家初创企业孵化器Communitech的董事，我们每年会支持大约500家初创企业"，林凯文博士开门见山。他介绍说，加拿大初创企业涵盖范围很广，如信息技术、物联网、污水治理、清洁技术，尤其人工智能是加拿大的强项，这些都和中国有很大的合作空间。

Currently there are not many Canada's startups that cooperate with China, which is part of the problem, Dr. Lynch said, that is, the startups in Canada don't know the potential in China while Chinese investors don't know the potential in Canada. So he came here to let Chinese friends know more about Canada and its enterprises.

林凯文博士坦言，目前已与中国合作的加拿大初创企业还很少，这也反映了当前面临的问题，即加拿大的初创企业不太了解中国市场的巨大潜力，中国的投资者也不太清楚加拿大的机会。所以他这次来，重点就是想让中国朋友更多了解加拿大及其初创企业。

"I think we should try to do more with the consulate and other institutions. We could bring Canadian startups over here to Shanghai and bring Chinese investors to Canada for meeting and match making", said Dr. Lynch.

"我想，我们很多机构可以发挥作用了，比如总领事馆、蒙特利尔银行金融集团，我们可以组织一些访问团，把蒙特利尔的初创企业带到中国来、带到上海来，把中国的投资者带到加拿大去，进行对接和洽谈，创造更多合作机会"，林凯文博士说。

Speaking of the budge, Lee Kane, Consul of Political, Economic and Public Affairs of Canadian Consulate General in Shanghai introduced that they have a project called SME Gateway which is focused on running SMEs to China. In addition, they have clean technology council which has its funding from government institutions to help SMEs in global outreach.

当被问及是否有相关预算时，加拿大驻沪总领事馆政治、经济及公共事务领事李侃介绍说，作为政策项目来讲，加拿大有小企业的门户计划，叫做SME Gateway，专门把加拿大的小企业带到中国来，对接这里的合作伙伴。此外，还有清洁技术理事会，其一半的经费来自政府，也是专门扶持小企业用于国际开拓的。

Dr. Lynch noted that innovation and trade promotion are among the policy priorities of the new Canadian government. And in incubator, Canada is interested in having more international cooperation and that is the diversification they would like to see more up.

"But it is not clear in working with whom in China", said Dr. Lynch. There are more mature incubator communities in US and Europe, and it is easier to find potential partners. So he thought that the key actually is to find right people and companies and put them together.

林凯文博士表示，关注创新和推动贸易是加拿大新政府特鲁多总理重要的经济政策。在孵化器层面，加拿大非常愿意开展更多国际交流合作，实现多元化的发展态势，但关键问题是要找对人、找对机构，认清潜力，开始对接。比如，美国和欧洲的孵化器社区比较成熟和清晰，这就比较容易找到合作对象。

"The greater the density of startups community, the easier it attracts capital and expertise. That is the reason why we open Toronto-Waterloo corridor, because the deeper we can make it, the more it attract capital from US, EU and China", he added.

"初创企业在某一地区的密集度越高，越能吸引到资本、人才，所以我们正在打通多伦多——滑铁卢初创走廊，吸引来自美国、欧盟，包括来自中国的投资"，他补充道。

When it comes to the supports that bank system can provide to startups, Dr. Lynch viewed that one is maturing and expertise, and another is buying products. These young firms boast good ideas and technology but they are usually short of something like marketing and tax plans, which may be the cause of failure. And early sales from government and big financial institutions will help these new companies get a loan from banks.

此外，在谈到银行能对初创企业提供哪些扶持时，林凯文博士认为，一是提供专业知识辅导和培养。初创企业往往有很好的点子、很好的技术，但并不懂市场营销、税务规范等，因而，这些企业如果失败，很可能是这些方面的原因。二是鼓励大型机构采购初创企业的产品和服务。那么，在创业早期，这些小公司有了销售合同，就更容易从银行那里获得贷款。

Established in 1817, BMO Financial Group is a highly diversified financial services provider based in North America. BMO is the first Canadian bank doing business in China and it undertook its first foreign exchange transaction in support of trade with China in 1818.

Following opening branches in Beijing, Guangzhou, Shanghai and Hong Kong, it founded local incorporation of BMO in China (hereafter known as BMO China Co. Ltd.). In 2005, BMO's Guangzhou branch became the first Canadian bank location to be granted a license to provide RMB local currency service.
