The Shanghai government released on Tuesday a new notification on further measures to fight the coronavirus.

Shanghai will continue to enhance control of entry points into the city, including airports, railway stations and all roads and waterways. All people entering Shanghai should have their temperatures checked and disclose relevant information. Those from key areas affected by the epidemic will be isolated for quarantine, while those from other areas should report their information to the communities where they live and their employers should also report their information to relevant authorities. Those without residence or work will be asked to return to their hometowns and delay their visits to Shanghai temporarily.

District and town governments are asked to enhance efforts in epidemic control and integrate all forces, including neighborhood committees and residents. Administration committees of neighborhood and villages are asked to further improve their work to guard entrances into Shanghai, carry out door-to-door investigations to record information and health condition of residents and ensure that people from key areas remain under quarantine.

Neighborhood and village committees, as well as property management companies, are asked to control the number of entrances and exits to a reasonable size and set up checkpoints to take temperatures of all people entering and register their information. Parcels and take-away food should be dropped at designated points where buyers can pick them up by themselves without contact with delivery personnel.

People from key affected areas must go through 14 days of quarantine. Those who develop a fever should be screened for possible infection at fever clinics. Those who should undergo quarantine but refuse to do so will be held accountable in accordance with the law.

Those identified by the city’s epidemiological investigation team as close contacts of infected patients should also be quarantined at designated places. Coercive measures will be taken on those who refuse to cooperate.

All people returning to Shanghai will have to report their health information and those who conceal histories of illness, or contact with people suspected of or diagnosed with infection of the coronavirus, or who evade quarantine, will be held accountable in accordance with the law, and their behaviors will also be recorded in the public credit system.

Industries should also enforce prevention measures. Enterprises are required to take strict preventative actions when resuming work. Those providing educational, nursing, medical, housekeeping and daycare services will face stricter standards and stay under 14 days of quarantine, either at company dorms, homes or designated places, after arriving in Shanghai.

The public transport sector is asked to provide Metro trains and buses at minimal intervals during peak hours and make adjustments according to real-time traffic situations to reduce crowding at Metro stations and bus stations.

All passengers are required to wear masks when they take public transportation vehicles. All service staff, including those in chartered vehicles, shuttle buses and ferries, should also wear masks. The vehicles should be disinfected and ventilated regularly while cars and ferries should turn off air-conditioners and keep windows open. Metro trains are required to use ventilation systems during operation and stations should keep the ventilation systems on around the clock.

Employees in public places must check their temperatures before work and wear masks throughout their duties. People are also required to have their temperatures taken and wear masks when entering public places such as hospitals, malls, supermarkets and wet markets. Those refusing to cooperate will be rejected. Managers of public places are required to enhance disinfection and ventilation, with frequently touched areas, such as lifts, elevators and doorknobs, disinfected regularly.

Construction sites area also required to set up health monitoring points to check the temperatures of all entering workers, report information to authorities on a daily basis and disinfect key areas regularly.

The government will continue to encourage enterprises to arrange schedules so that employees can avoid crowding when commuting between home and office. It also encourages flexible work time as well as working from home, working online and taking turns to work in offices.
