Guidelines covering streetside business in the city

A worker at a barbershop in Xuhui disinfects a hair drier. A guideline released by the Xuhui District Administration requires towels, scissors and other equipment to be disinfected after each use.

The market watchdog inXuhuiDistrict has issued guidelines on epidemic prevention in 16 industries as local businesses are gradually resume normal operations, officials said on Friday.

The district has nearly 10,000 streetside businesses and a third had opened as of Friday, with the number growing daily,XuhuiDistrict Administration for Market Regulation said.

Restaurants are banned from procuring or selling wild animals and related products and are required to prepare cold or raw food only when an order is forwarded, according to a guideline for the catering industry.

They should also increase disinfection time and frequency of ultraviolet lamps at business venues, the guideline states.

For beverage shops, operators are ordered to stop providing trial tastings, and encourage takeaway to prevent gatherings.

Supermarkets should have infrared temperature measurement devices, and cover unpackedfood.

Consumers should not have direct contact with unpackedfood.

Real estate go-between agencies are encouraged to stagger visits, conduct online operations more and record health information of those looking at houses, the administration said.

A guideline targeting barbers states that shops should provide haircuts only and not other services such as shaving, dyeing, washing and manicures and arrange bookings to avoid too many people gathering at one time. Towels, scissors and other equipment should be disinfected after each use.

BanmuHuatian, a hair salon onTianlinRoad inXuhui,resumed work on Thursday.

"Based on the instruction, we only provide haircut service at present, and no hair washing service is offered," said Yang Jun, the manager.

"We have also reminded customers to bring their own towels, and we use reservations to limit the number of customers, and keep a safe distance in service," he said.

"We support the measures and our customers fully understand as well," said Yang.

Inspections of streetside businesses have been stepped up.

A car sales shop onQinzhouRd S. was closed after it was found that its operator had just returned from a key infection area and had not undergone quarantine.

Refined management was also imposed on enterprises' resumption of work in the district.

CaohejingHigh-Tech Industrial Park inXuhuihas nearly 5,000 enterprises with about 40,000 white-collar workers.

The administration has released guidelines for canteens and elevator management targeting enterprises and inspections have covered 56 canteens already open in the park.

"Canteen operators in the park have actively responded to our calls, and 39 canteens canceled meal services on the spot with only takeaway food provided," saidZhangJie, director of theCaohejingMarket Regulation Station.

"The rest stagger dining times and limit the number of diners to one for each table," saidZhang.

"Enterprises have limited the number of people in elevators at any one time to prevent the hazards of gathering," he said.

In one case, China InternationalIntellectech(Shanghai) Co Ltd in the district found that on resuming work its canteen was not open, leaving 150 employees in the lurch. On the other hand, the Meiluooutlet of Food Republic, which reopened on February 7, wasworried about slow business due to the epidemic.

TheXujiahuiMarket Regulation Station bridged the two, and the restaurant started delivering food to the company for its employees at lunch time, solving difficulties for both.

"The city will resume normal operation, and we will actively support the resumption of work and ensure enterprises implement prevention measures strictly at the same time," sadYuXiaohong, director of theXuhuiDistrict Administration for Market Regulation.
