Long-term nursing insurance trial a success

A trial operation of long-term nursing insurance for incapacitated senior citizens has successfully served 391,000 people, authorities said on Sunday.

These include 324,000 at home, with an average age at 80.1, and 67,000 in nursing institutions, aged 85 on average.

The statistics were announced at a government meeting held on Sunday to further improve management and service quality of the trial program.

The program, which was initiated in 2017 and went citywide in 2018, targets citizens aged 60 or more who need long-term care no matter where they stay — at home, nursing homes or hospitals — as long as they are covered by public medical insurance.

Applicants’ health and their eligibility for care need to be evaluated before they can start enjoying the insurance. Thirty-four evaluation organizations have been set up with about 9,000 evaluators to check applications.

There are about 63,000 registered caregivers in the city, who can visit private homes or take care of the elderly in institutions.

As many as 1,173 nursing homes in the city have been approved to take part in the program.

At the meeting, several members of the city people’s congress and political advisory body, as well as experts in related areas, were invited to be the first batch of social supervisors for the insurance program.

According to the authorities, application assessment and service delivery have both returned to normal after the COVID-19 pandemic. With strict prevention measures, neither caregivers nor those cared under the program have been infected.

The city will improve work on application assessments to ensure fairness in the operation, and the health care authorities will work out upgraded assessment standards.

Innovative technologies will be used to enhance management of service delivery and caregivers while protecting theprivacy of seniors.

Eventually, the city aims to establish a senior nursing system with basic services provided by the government, multiple services provided by society, and high-end needs satisfied by commercial insurances.
