Gender allocation of toilets in Shanghai to be improved

Yao Wei, a delegate of the Shanghai NPC (National People’s Congress), submitted a proposal on improving the gender allocation of toilets in Shanghai earlier this year, which has recently received an official reply of “adapted and to resolve” from the relevant government department.

The time spent in the restroom varies according to gender. According to data from the World Toilet Organization, females spend an average time of around 89 seconds, while it takes males only 39 seconds. Moreover, a considerable number of children go to the restroom with their mothers.

“The main reason why females line up for such a long time is that the decision-makers are unaware of the dissimilar necessity between genders,” Yao says.

In order to improve the number of toilets for women, Shanghai has elevated the proportion of female toilets in the Standard for Planning and Designing Urban Lavatories to at least 1.5:1 in business areas, restaurants and hospitals, and 2:1 in airports, railway stations, tourist attractions, or other kinds of crowded areas since last May.

Furthermore, universal toilets are being promoted. Shanghai has equipped with 64 sets of mobile toilets to meet the needs of large events. Yao Wei also suggests to launch more unisex toilets so as to facilitate all groups of people including men, women, the elderly and the disabled.
