Yangtze River Delta aims to accelerate data intelligence cooperation

SHANGHAI - Wang Yuan, Executive Dean of the Hangzhou Research Institute of NetEase, was one of the representatives to share his points of view in the Yangtze River Delta Summit, which was held on Tuesday, July 17. Over 2,000 participants from a wide range of enterprises attended the forums covering intelligent and connected vehicles (ICV), smart city, new retail and data intelligence.

“We may encounter difficulties indispensably when the policies are being settled down,” said Mr Wang, showing that more preparation needs to be made during the process of enhancing the cooperation on data intelligence.

Data intelligence is a popular topic across China, and cities are expected to develop with the increasing accumulation of big data. Shanghai established the Shanghai Municipal Big Data Center this April, in order to share information among different departments and elevate the efficiency of government affairs.

However, despite seeking to capitalize on the merits of big data, China still has much work to do. Shen Beilun, CEO of ChinaOly Technology, a leading intelligence service provider on domestic government affairs, said that too much data is produced every second, much of which is basically useless.

“Developing data intelligence is highly energy-consuming,” He Jifeng, an academician of the Chinese Academy of Science and professor of East China Normal University stated.

How high can the cost be? Take the southern base of the National Big Data Center in Guizhou province for example, where it has been reported that the expense on electricity occupies 50% to 70% of the total cost, and half of the electricity is used to power air-conditioners to cool the machines.

“Guizhou has its own geographical advantage to easily earn energy, but it is not so in Shanghai. Therefore, the data must be integrated,” He Jifeng emphasized.

Han Qing, co-founder and CEO of Kyligence, which is a leading intelligent big data analytics company, explained that Kyligence owns an open source OLAP (online analytics processing) engine for Big Data with a sub-second query latency on trillions of records.

Han added,“the fundamental but core technology is essential in the field of data intelligence, and we want to devote our efforts to it”.

Apart from the endeavors made by scientific and technological companies, support from government is crucial as well. The governments of Shanghai, Zhejiang, Jiangsu and Anhui provinces have announced to jointly build a platform for data intelligence in the Yangtze River Delta, aiming to promote a combination of cloud computing, data integration, networking and artificial intelligence.

“It is because artificial intelligence has such potential in numerous scenarios that all kinds of troubles can come to us in the practical application,” Wang Yuan explained,“the cooperation on big data needs to further deepen.”
