The clean Olympics has brought a stream of new wind for anti-corruption in our country and its experience of anti-corruption is worthy of being carried forward. By rights,the article about "Olympic anti-corruption experience"should be a large one. It is a pity that the source that can be used now is so limited that the author only says something about the institutional anti-corruption.
Lenin used to say: "it is not serious politically that we repose our hope in personal good quality."it is also not serious that we repose our hope in the self-perfection of the morality of leaders in the battle against corruption. To nip corruption in the bud,we should firstly set reasonable and effective system in order to reduce the chance and profits of corruption and enhance the costs and risks of corruption. Since the first day of the organization of Beijing Organizing Committee of Olympic Games,it has put the institutional building of anti-corruption to the agenda and has set a series of effective systems successively according to actual work and requirements from departments of law,disciplinary inspection and supervision. In this way,a situation of check and balance and multi-supervision has been formed to eradicate the soil of producing corruption from the origin. Policies, regulated by the institution like "the strategy-making person will never join in the negotiation","a division of income and expenses must be taken in the finance"and so on,have played an important role curing both symptoms and root causes of anti-corruption.
The Organizing Committee of Olympic Games has advocated strongly that "everyone is equal in front of the institution". From director to common working people,everyone must earnestly practice whatever the institution regulates. In the entire process of the venue construction and the preparation operation,all is said by institution and all is done by institution,"director’s words" should not be taken and there is no "superior opinion". Everything is running neatly and step by step on the "track" set by institution. For example,it is regulated by the institution of the Organizing Committee of Olympic Games that even the department of marketing development has no right to use one penny and even a working meal must be reported. Initially,the principal of the department of marketing development felt inconvenient,but they got accustomed to it gradually. Nowadays,there exists the phenomenon of discrimination between leaders and civilians for some institutions: if the object is civilian,the required responsibilities and regulations for them are very complete,exact,and harsh and the punishment is also very hard; however,if the object is leaders,the required obligations and institutions are relatively coarser and calmer and even lack of the basic punishment rules like "what punishment will be implemented without obedience." The institution set by the Organizing Committee of the Olympic Games requires strictly and regulates exactly for the management level. So,there is no randomness and hiding of the operation and the possible corruptive phenomenon is killed in the bud.
It has been proved by the experience of anti-corruption for many years that the lack of institution is the root of the raging of corruption. However,more facts have proved that the corruption is not originated from the lack of institution. Instead,it is originated from putting the institution on the shelf and making it "rules on the wall" and "documents locked in the drawer",which makes the strict implementation of the institution lack of the inner driving force. The Organizing Committee of the Olympic Games has done a rather good job concerning this issue. recently,"after eight years of Olympics,the final report from the State Auditing Administration shows that our anti-corruption is feasible. Firstly,it is not only the institutional problem,but rather the execution of the institution. The corruption emerges because of failure to observe the law and weak law enforcement."The emphasis of institutional anti-corruption lies in supervision. If we lack a whole set of strict supervision institution,the best institution is like a "man of straw." Neighbors used to say jokingly: "the anti-corruption likes throwing bricks against the wall and only the unlucky ones will be hit." If we want to soundly change this situation,only the institutional anti-corruption is the best choice,and the thorough and fair implementation of the institution is the top issue.
