Today, new progress has been achieved in investigating 'entrapment' in a law enforcement case occurred in the former Nanhui Area of Shanghai. The municipal government defined that 'two resolutions' must be persisted in, i.e. resolution to regulate and punish illegal operation activities according to the law so as to maintain the normal order of traffic operation market, as well as resolution to prohibit illegal acts for taking evidence in the process of traffic law enforcement. Legal management and civilized law enforcement shall be upheld to practically maintain the rights and benefits of legal operators and consumers.
That shows Shanghai is absolutely intolerant of the so-called 'entrapment' in law enforcement.
After the event, Shanghai municipal committee, municipal people's congress, municipal government and municipal political consultative committee all paid close attention to it and gave responses in time. Currently, the municipal officer even pointed out that illegal enforcement method must be cancelled resolutely. With the principle that there are mistakes, there must be corrections, the investigation result should be published truly and transparently and the facts are made to be open to the public step by step. The district committee and government of Pudong New Area also considered that the so-called investigation findings published on October 20 were made rashly without deep-going and careful verification, which disagreed with the facts and misled the public and compromised the image of Pudong New Area. The dicision made by Shanghai municipal government shows that Shanghai is serious and firm in handling 'entrapment' . The resolution is so great that the people can be reassured.
Shanghai is an international metropolis. At present, the law enforcement situation of the municipal gov't management offices is good as a whole, but, as there are many items for law enforcement, irregular or even illegal events may happen sometimes. Therefore, the gov't offices should give more emphasis to civilization, regulation, legality, fairness and transparancy in law enforcement. Those tricky practices which compromise the image of Shanghai should never be pursued in any administrative enforcement. At the same time, for the illegal enforcement practices such as 'entrapment', investigation and punishment should be enchanced. And the administrative enforcement should be put under public's supervision in order to avoid corruption in enforcement by law. In this way, it does not harm the authority of the gov't management offices, on the contrary, it will maintain the purity of law and intensify the authority of the government.
Now the World Expo is coming to us more and more closely. Shanghai will be certain to create a good and harmonious enviornment, where civilized management and law enforcement will be practiced and the social civilization standard will be more improved to welcome the guests from home and abroad. This time, Shanghai municipal committee of CPC and the municipal government held a clear-cut attitude in handling 'entrapment', which has been supported by the people of the whole city. Those persons with illegal 'entrapment' conduct will certainly be investigated and punished seriously. Meanwhile, for illegal cab operation, investigation and punishment will also be made by law seriously, comprehensively, persistently and transparently so as to maintain the benifits of the people. The black sheep such as 'black cab' can not be allowed to compromise the image of Shanghai.
