The algorithm must make moral and legal judgments in advance of various possible situations. The design of legal dogma depends on the solution of value conflict in moral philosophy. The key to collision ethics is to establish the following priorities: first, the passengers of the automatic driving system should be given priority protection; second, the algorithm procedure of the automatic driving system should not choose fewer objects for avoiding collision; third, In the case of only paying a reasonable price and bringing greater social good, the algorithm program can also impose permissible harm on passengers.
