From "civilization code" governance to "data governance"

Guo Chunzhen pointed out in the first issue of Legal Science (Journal of Northwest University of Political Science and Law) in 2021 that "code governance" represented by "Health Code" and "civilization code" is an attempt to use digital technology to govern social problems. From "Health Code" to "civilization code", data governance has a "landslide effect", which stems from the digital alienation of Technology Governance and the simplification motivation of grass-roots governance. Driven by its natural expansion, the digital public power slides to its maximum boundary, extends to the details of social and personal life, and finally alienates the individual as the object controlled by the number. Therefore, we should deal with "code governance" such as "civilization code". In the process of trial and error governance, we should adhere to two standards: dogmatic adherence and social effect consideration, adhere to the principle of technological moderation, establish a special coordination agency to effectively regulate "data governance", and maintain the subjectivity of people with substantive informed consent.
