Cai Zhibing pointed out in the fifth issue of Journal of Humanities in 2021 that the modernization of national governance system is the only way for traditional China to evolve into modern China. In 2020, COVID-19 exposed some problems in China's governance process and triggered many "common" criticisms about China's governance. The information systematization of the national governance system not only deconstructs the essence of the national governance system, but also, based on the stability test of the system model and the contradiction between the absoluteness and relativity of the optimal national governance system, proves that the optimal national governance system does not exist, and the modernization of China's national governance system can only be self-evolution rather than targeted optimization. Then it points out that the essence of China's national governance system is a catch-up system centered on economic construction. The evolution direction of China's national governance system is from the catch-up system centered on economic construction to the coordination system with the fundamental goal of meeting the people's needs for a better life.
