Individual language skills and national language capacity

In Applied Linguistics, No. 3, 2021, Li Yuming suggests that language ability is an important concept in today’s academic circles and educational practices, but different academic schools have very different understandings of it. Today's society members need to have “three-layer” language abilities, namely, the "culture layer","communication layer" and "development layer". To master a language, one needs to have a "three style" language ability, namely, spoken language style, general written language style and elegant language style. In terms of today’s world language situation, China should have a multilingual capacity of “20/200” languages. In other words, one should master the world’s most important 20 or so languages for the participation in world governance, and 200 or so of the world’s most important languages to serve the building of “a community with a shared future for mankind”. In addition, national language capacity is also manifested as field language abilities, especially in the fields of administration, foreign affairs, military security, news and public opinion, science, technology and education, economics and trade.
