In the Journal of Shandong University (Philosophy and Social Sciences)(No. 6, 2021), Song Daolei pointed out in an article that China's urban construction had experienced a shift from material improvement that laid emphasis on urban production and urban industry to cultural development that focused on urban spirit and humanities. In the initial stage, the government took the lead in urban cultural construction with a lot of large cultural infrastructure developed. This constituted the mode of urban cultural management. With the development of urbanization, cultural construction of cities is gradually expanding to grass roots and becomes closer to citizens’ life. Thus the mode of urban cultural management changed to urban cultural governance, and good governance has been seen in urban culture at the grass-roots level. The practice of urban grass-roots cultural governance with collaborative participation of multiple parties is helpful to the cultivation of community culture and the construction of the urban governance pattern of joint contribution, joint governance and shared benefits.
