In an article published in the second issue of Industrial Economics Research in 2022, You Jihong says that under-urbanization is a prominent problem in China's economic development, which does not help to further expand domestic demand and upgrade industrial structure. It turns out that the government function is heterogeneous to influence urbanization at different stages of regional economic development. In the early stage of economic development, the government function that pays more attention to productivity will be favorable to urbanization, but as economic development advances, the government function that attaches more importance to welfare will be more favorable to urbanization. In the past strategy that took economic development as the central task, local governments preferred the function focusing on productivity. This is an important reason for under-urbanization in China. Such a conclusion can provide theoretical support for China to accelerate urbanization and better play the role of the government in the process of urbanization.
