How the fiscal policy plays a fundamental and pillar role in the key arrangement of the public policy system for addressing climate change, deserves our in-depth exploration, Chen Shiyi and Qi Yu wrote in the fifth issue 2022 of China Industrial Economics. In the face of the impact of climate change, the fiscal system has adaptability of "automatic stabilizers" and initiative in launching "discretionary" fiscal policy, which implies the systematic, forward-looking and flexible governance logic of fiscal policy in addressing climate change. In the future, we need to further integrate climate change or related environmental factors to the fiscal policy framework, target two key stages of “mitigation” and “adaptation”, highlight the “governance” function of fiscal policy in response to climate change, strengthen coordination and collaboration between fiscal policy tools as well as with other public policies, and amplify the “governance” function of fiscal policy in response to climate change.
