Liu Yongmou wrote in the third issue of the Journal of Renmin University of Chinain 2022 that in recent years, wide use of smart technologies in public governance had pushed the practice of technological governance into a new stage. There are two extreme views, that is, utopia and dystopia, on the future of intelligent governance, but the more likely path is between the two extremes. Intelligent governance is reshaping the current society essentially based on data. As smart city is the key to intelligent governance, anti-governance and various social risks appear. In light of national conditions, in order to boost intelligent governance in China, we should lay equal stress on utilization and controlling, pay attention to the integration of intelligent technology and humans, distinguish governance from manipulation in specific contexts, and properly deal with the problem of “unemployment caused by AI.”
