It is an effective strategy for high-quality development of modern agriculture to seize the historical opportunity in the era of digital economy, increase the support and guarantee for funds and talents of digital agriculture, establish and improve the mechanism of data sharing and coordination, and promote the diversification of application scenario pilots of digital agriculture.
We will strengthen support for digital agriculture. First of all, digital agriculture shall be included as a special financial project and dedicated personnel shall be organized to tackle key issues to build a "general hub" of digital agriculture. Subsidies or awards will be granted to agricultural businesses who carry out digital agriculture projects, so as to stimulate their enthusiasm for digital agriculture pilots. Secondly, more support shall be given to the training of inter-disciplinary talents in digital agriculture, especially in agricultural Internet of things and big data. College students and scientific and technological personnel are encouraged to devote themselves to modern agriculture by establishing agricultural digital service organizations and e-commerce enterprises of agricultural products. Finally, support for training of agricultural businesses shall be strengthened – technical services of digital transformation for the whole process and chain of agricultural production shall be offered free of charge to agricultural businesses. The digital literacy of businesses will be improved through remote education, expert teaching, technical observation and other forms in order to lay a solid digital foundation for the high-quality development of agriculture.
We will strengthen top-level design of digital agriculture. On the one hand, the data collection capacity of basic data platforms, production and operation platforms and management service platforms at the county level shall be further improved. Centering on multiple digital agricultural application scenarios covering agricultural production, operation, management and service, agriculture-related comprehensive tracking platforms which integrate information display, data collection, monitoring, early warning and decision analysis will be built up at the county level. On the other hand, a sound data sharing and coordination mechanism shall be established. Databases of Internet of things, such as agricultural resource database, expert database, product database and agriculture-related enterprise database will be accessible, visible and available. Thus, agricultural data resources will be shared on demand and mobilized at any time.
We will advance the diversification and precision of digital agriculture application scenario pilots. Representative agricultural industries shall be selected and pilot demonstration of digital agricultural application scenarios shall be carried out. For example, vegetable bases will promote the replacement by machines, explore new paths to intensive and intelligent vegetable production, and improve mechanization of core vegetable bases.Rice pilots will focus on the construction of scientific research bases for the mechanization of whole-process rice production, carry out unmanned modification, and explore a whole-process mechanization path of rice production. The strawberry industry will focus on information-based cloud platforms, with an aim of building production management control and data visualization platforms. The aquaponics industry will place emphasis on the research and development of digital water quality management, automatic precise feeding systems, digital display of germplasm resources and monitoring systems of fish pond tail water purification. After businesses fix their target, the government shall work to establish an appropriate digital transformation guarantee system to support the implementation of businesses’ objective.
