Where the people's basic sports right is concerned, thebasic public sports service is an important part of our country’sbasic public services. For a long time, due to alack of scientific and reasonable standards, there is an unbalanced distribution of resources, and the basic public sports service remains to be more equitable and accessible.
We will makescientific plans for establishing standards and strive to have regulations referablefor its development. We will thoroughly implement the national standardization strategy, explore to establisha branch forpublic sports service under the framework of the National Technical Committee for Sports Standardization, and improve the organization structure for implementing the standardization of basic public sports service. In accordance with theStandardization Law of the People's Republic of Chinaand in response to practical needs of equitableand accessible basic public sports service, we will improve procedures for the formulation, implementation and revision of basic public sports service standards. We will develop the standards for supplying basic public sports service,based on our social supply abilityandpeople's sports demands. Based on the actual situation of regional economic development and people's sports demands, local governments shouldformulate local implementation standards and supporting policies, refine the items and requirements of service supply, and clarify the implementation responsibilities of relevant government departmentsby takingnational standards as the bottom line.
We will coordinate and make overall planning so as tooptimizethe allocation of resource elements. On the basis of improvingthe standard system of basic public sports service, we willdevelopa resource allocation mechanism that conforms to our national conditions. Funds from the central budget will be given as a priority to areas with weak development foundations and poor resources in the form of tiered subsidies, in order to narrow the development gap and improve the equitabledevelopment of basic public sports service.Local governments at all levels should have a grasp of the real situation, make unified plans for "strengthening weak links" in both urban and rural areas, and further refine the development tasks that meet actual conditions of theirregions. Taking theseas the starting point, we will coordinate regional humanresources andmaterial &financial resources to provide a guarantee for the development of basic public sports service. We will set upa mechanism for ensuring that all levels of governments, from the central to local, work together to make surepeople have equal access to basic public sports service that meet national standards.
We will meetdemands ofthe people and strive to ensure the actual benefits of service supply. To achieve equal access to basic public sports service, we should adhere tothe principle of "sharing the fruits of development with the people, benefiting and serving the whole people", and avoid the wrong philosophyof "ignoring the needs of the people for the sake of standards". In the process offormulatingstandards, weshould not only clarify service content, but also fixspecific requirements of service supply around "how to supply services to effectively meet needs of the public". For example, while formulating the indicator of the number of social sports instructors, requirements should also coverthe scope of service recipients, service itemsand service duration. Onthis basis, supervision and investigation should be conducted on the work of social sports instructors, so that the allocation can truly meet the needs of the public for fitness guidance.
In addition, we will improve the channels for feedback from the public, and incorporate the people’s satisfaction and sense of gain into the performance assessment of relevant departments.We will also strengthen relevant departments' sense of responsibility formakingbasic public sports servicemore equitable and accessible.
