On December 30, 2021, the Institute of Population and Labor Economics of the Chinese Academy of Social Sciences and the Social Sciences Academic Press jointly released the Green Book of Population and Labor: Report on China's Population and Labor Issues No. 22.

The green book points out that the essence of urbanization is the change in urban-rural distribution of population, which mainly depends on the development and change of population in rural and urban areas, including natural population growth and urban-rural migration. From this point of view, the development of population itself is the constraint factor of urbanization change, which determines the possible level that urbanization may reach.

According to the prediction of the green book, China will usher in a turning point from rapid urbanization to gradual slowdown during the 14th Five Year Plan period. After 2020, the average annual increment of urban resident population will gradually decline, from 17.18 million during the 14th Five Year Plan period to 11.74 million during the 15th Five Year Plan period, and then to 7.31 million during the 16th Five Year Plan period.
