Chen Xiwen, chairman of Agriculture and Rural Affairs Committee of the National People's Congress (NPC) and president of the China Institute for Rural Studies of Tsinghua University, noted in his article on March 3 that the Communist Party of China Central Committee had further clarified the basic thinking and policy orientation of achieving the goal of common prosperity since the fifth plenary session of the 19th CPC Central Committee. Substantial progress in achieving common prosperity in next 15 years depends on whether the income gap between urban and rural residents can be substantially narrowed. The narrower income gap does not mean a shift of income from the rich to the poor, but more rapid growth of farmers' income. This is the most difficult task that should be tackled in the process of advancing common prosperity. Since the reform and opening-up, particularly since the 18th National Congress of the CPC, the CPC has accumulated some important experience on how to increase farmers' income in the practice of reform and development. The most important policy orientation and practice are as follows:
To end absolute poverty and avoid falling back into poverty on a large scale;
To increase government support and protection of agriculture;
To fully leverage rural resources and advance the integrated development of the primary, secondary and tertiary industries in rural areas;
The role of rural collective economic organizations in common prosperity in rural areas.
