The 11th Forum on Government Regulation in China was held in Hangzhou on June 18. It was jointly organized by some entities including the Institute for Government Regulation and Public Policy, a key dedicated think tank in Zhejiang Province.
According to Professor Jiang Bixin, deputy chairman of the Constitution and Law Committee of the National People's Congress, government regulation and supervision are always necessary in the digital economy: an emphasis on prudent supervision is required at the early stage of development, and systematic regulatory policies are required at the mature stage. The regulation of digital economy should focus on in-process and post-event supervision and follow the principle of "being lenient or strict as the circumstances require". The key is to ensure scientific regulation and supervision. Lin Ping, professor at Shandong University, believes that in the context of the digital economy, forced connectivity may result in data security risks and decline of privacy protection and service quality. Therefore, in terms of connectivity, we should take account of personal data protection and pay attention to the balance with personal data protection. Liu Jiejiao, researcher at the Institute of Industrial Economics, Chinese Academy of Social Sciences, believes that anti-monopoly supervision of data should give full consideration to the characteristics of digital technology and digital market and promote the distribution efficiency and effective competition of digital market.
