Chongming grows with two additions

The city's "backyard" just got a lot bigger.
The municipal government divided Changxing Island and Hengsha Island from Baoshan District last month and put both under the jurisdiction of Chongming County.
"The new regional division is good for the city's environmental conservation of its islands including Chongming's wetland protection and eco-tourism," said Chongming official surnamed Ding.
"Meanwhile, the county will be able to prevent over investment and redundancy on the three islands."
According to the county, specific development plans are still under discussion with the municipal government.
Another benefit for the area is that ferries are now allowed to travel directly between the three islands. Previously ferries from Changxing and Hengsha were required to stop at an intermediate destination before going to Chongming Island. Chongming boats traveling to both islands also had to stop at another destination.
The three islands will be linked closer after the completion of a massive infrastructure project including a tunnel and a bridge covering a distance of 25.5 kilometers.
Changxing will be the middle point between Chongming and the city's mainland with an 8.5-kilometer tunnel from Wuhaogou in Pudong New Area and a 9.5-kilometer-long bridge over the Yangtze River to Chongming's Chenjiazhen Town. A 7-kilometer highway will connect the tunnel and bridge.
Changxing has also been selected as an important shipbuilding base due to its more than 20 kilometers of deep water coastline.
Construction on the Changxing Shipbuilding Base started at the beginning of June. When completed, the shipyard will be home to China State Shipbuilding Corporation, the parent of Jiangnan Shipyard, Hudong-Zhonghua Shipbuilding (Group) Co and Shanghai Waigaoqiao Shipbuilding Co. The base is expected to become the world's largest shipbuilding yard.
Jiangnan will begin its move next year from the future site of World Expo 2010 to the Changxing Shipbuilding Base. Jiangnan's new base will cover an area of 12 square kilometers including 8 kilometers of coastline.
The development of Changxing Shipbuilding Base is not only a part of CSSC's strategy to make itself the largest shipbuilding group in the world, but is also expected to accelerate the county's revenue. Parts factories will likely open near the base.
According to a Chongming government official, large shipbuilders pay tax directly to the municipal and central governments.
The only way for the county government to earn more tax and create extra jobs is to attract private production bases that will support the future shipyard.
Hengsha Island has many beaches and less industrial pollution. The county plans to add more tourist attractions to both Chongming and Hengsha islands.
