Fengxian District will join hands with Mulan County, in the city of Harbin, Heilongjiang Province to set up an agricultural products base in Mulan to benefit both places. Fengxian will take advantage of its capital, technology and market management, while Mulan enjoys its superior cultivated land and livestock farming .
