River banks along Suzhou Creek in the Putuo District were opened to public for the first time yesterday. One-third of the banks fell inside private residential areas and were only open to tenants. Four property management companies have signed an agreement with the district government to open their residential areas yesterday. The Shanghai Urban Planning Administrative Bureau is planning to open the entire 21 kilometers of the river's banks.
