The Xuhui District took the lead in forming a center providing  psychological comfort to people who lodge complaints to the government. Eighteen volunteers - psychologists from universities, hospitals and judicial departments - were appointed by the center to offer service. The Shanghai Justice Bureau also organized a one-month initiative to publicize regulations on lodging complaints to the government yesterday.
