Xuhui District Health Bureau has introduced a hearing system for opening new medical facilities in residential areas. When receiving an application for setting up a new clinic in a community, the bureau will publicize the information in the neighborhood and solicit residents' opinions. Since the policy went into effect two months ago, the bureau has refused two applications for opening new clinics.
