Zhabei District boosted 1,500 science and technology enterprises in 2004, bringing in 10.5 billion yuan (US$1.27 billion), up 13.7 percent from a year earlier. The district encouraged the companies to develop new high-tech products and helped them to apply for the Torch Program - a plan to develop new and high technology.
