The district stopped charging vehicles that linger in the underground parking lot in the south square of Shanghai Railway for minutes to pass through on November 15. The municipality and the district government spent 231 million yuan to acquire the 23,000-square-meter parking lot from a Singapore parking company to cut the charges and ease traffic jams.
