China bans using public funds to hire entertainment stars for galas

China has banned local governments from using public funds to hire
entertainment stars to appear at their events. Nine departments under the
State Council this month issued a document which bans local governments from
paying entertainment "bigshots" to attend festival evening parties or other
galas paid for by public funds. As the Spring Festival, or China's lunar New
Year, is approaching, nine governmental departments including the National
Development and Reform Commission, issued the document, which also banned
governments from holding commercial art performances. Government staff were
also banned from extorting free tickets for commercial art performances from
organizers and from using public funds to buy tickets for art events for their
own use. In addition, according to the document, China will allow overseas
capital to "appropriately" flow into China to set up art performance agent
organizations and building venues for art performances through joint ventures.
The document also allows overseas capital to invest in domestic art performances
projects. Social funds are also urged to invest in setting up art performance
groups, opening art performance agent organizations, building venues and holding
commercial art performances. Social funds are allowed to take part in the
reinstitution of state-owned art performance groups and venues through
investment, buying shares, controlling shares and merging. Also, art groups
will be encouraged to provide cheap tickets for performances under a new
efficiency assessment system.
