City prosecutors have charged a man with murder after he allegedly killed his emotionally troubled brother-in-law because of the chaos he caused the family and their neighbors.

Wang Wenxiang, a 50-year-old Anhui Province native, raised his wife's younger brother, surnamed Tang, for 18 years after Tang's parents died when he was 27.
