Pudong New Area's Huamu community has become the city's first to set salary rates for neighborhood committee members, with a top annual wage climbing to 100,000 yuan (US$14,675).

Local neighborhood committees are largely made up of retired workers earning about 1,000 yuan a month. In the past, such low wages have meant it's very hard for committees to attract and keep college graduates.
