The Shanghai No. 1 Intermediate People's Court has taken the city's lead in appointing five special experts to carry out mediation for litigants before a lawsuit or appeal is tried by the court.

The experts are retired mediators from sub-districts and retired judges from district courts with wide-ranging practical experience. Under the new measure, more social conflicts can be solved without holding a hearing, judges said.
