City people are complaining about the complaints departments offered by local businesses, a survey by the Shanghai Quality Association reveals.

More than 10,900 people responded to the survey which covered 20 sectors including transport, communication, food and banking. Twenty-two percent of businesses in Shanghai had received complaints in the last year.
