Dongjiadu maritime safety administration said they stopped a rowboat race among some foreign tourists on the Huangpu River near the Bund about 6pm on Tuesday. The safety team caught five boats racing and ordered them to the nearest dock. Police explained to the tourists that private boat-racing is forbidden on the Huangpu River.
