The city collected 45,000 liters of blood in the first half of this year, and 90 percent came from voluntary donations, officials said yesterday at a ceremony honoring 200 top blood donors.

After altering local blood-collection policy from a quota-based system to voluntary donations, blood collected from voluntary donations has grown from 1.8 percent of total blood use in 1999 to 89.4 percent last year.
