Even though more overseas doctors are practicing medicine in Shanghai, health authorities are reporting a decline in illegal activities by foreign medical personnel and foreign-backed health care centers.

The Shanghai Health Supervision Agency issued 313 temporary medical licenses for overseas doctors this year by August, compared with 383 for all of 2007, 268 in 2006 and 232 in 2005.
