Nanhui District prosecutors yesterday charged 15 people in one of the city's biggest tax invoice scams.

The suspects include the head of a fake invoice production unit in Anhui Province and an invoice wholesaler and retailers in Shanghai. They were charged with printing and selling illegal invoices.
