City police efforts to enforce traffic rules is paying off in a faster rush-hour flow on downtown roads.

The average speed in center-city areas such as Jing'an Temple, Shanghai Railway Station, Zhongshan Park and People's Square rose 22 percent in October from the previous month to 17.2 kilometers an hour during peak periods, Shanghai police said yesterday.
