Border inspection officers at Pudong airport detained more than 20 people who were trying to leave the country illegally on Monday morning.

Suspects from Fujian, Zhejiang, Hubei and Jilin provinces allegedly planned to flee to an unidentified developed country via Hong Kong, police said. All of them held valid visas for a Southeast Asian country, though police refused to disclose which one.
