A gambler who allegedly killed his brother-in-law after his request to borrow money was refused was arrested yesterday after spending 12 years on the run.

The Shanghai No. 2 Intermediate Prosecutors' Office charged Chen Baihong, 39, with murder and theft as he allegedly stole several thousand yuan and a bracelet from the victim.
