Locals who start enterprises in Pudong New Area may qualify for a 10,000-yuan (US$1455) subsidy from the government and loans of up to 1 million yuan from banks, said officials with the Pudong Labor and Social Security Bureau, Shanghai Daily reported.

The bureau has put forward eight policies to encourage local people to start enterprises.
