Officials in charge of construction at a factory in Fengxian District which collapsed, killing three workers, have been detained.

Shanghai Dehua Metal Netbelt Co Ltd didn't have legal permission for the project, according to Fengxian District government. A worker died at the scene while nine colleagues were injured. Two men died later in hospital.
