Over 40 percent of the electric fans on sale in the city may be substandard, the Shanghai Bureau of Quality and Technical Supervision said yesterday. In a  check involving 68 brands, the bureau found that only 40 were up to standards. Ten brands with serious defects were ordered to recall their products. The main problems were electrical-shock dangers caused by design flaws such as inadequate insulation.
