Shanghai's consumer protection advocate and many commuters are calling on the city's transport card operator to explain what it's doing with several hundred million yuan worth of deposits collected for the plastic pass, Shanghai Daily reported. 

The Shanghai Commission of Consumer Rights and Interests Protection is also urging the card provider to justify the 30 yuan (US$3.75) deposit price.
