Most of the money that Shanghai collects from car plate auctions was used to build the Middle Ring Road and Metro lines, the city's top advisory body said yesterday, Shanghai Daily reported.

Shanghai collected 9.42 billion yuan (US$1.26 billion) from the public auction of private car plates between 1994 and the end of 2006.
