Hui is chief secretary

Hong Kong Chief Executive Donald Tsang yesterday announced the appointment
of Rafael Hui as the Hong Kong Chief Secretary for Administration following an
endorsement from the central government. Speaking at a press conference
yesterday afternoon, Tsang said, "I have just administered his oath, and Hui
will assume office with effect from today. "I have worked with Hui for many
years and I know him well. He has the insight, ability and commitment to serve
the country and Hong Kong people." Tsang said Hui has served in many posts of
the administration during his 30-year civil service and is familiar with
government operations. The chief executive stressed: "I am confident that he
will be able to help my work in leading the Principal Officials and civil
service colleagues, improving government efficiency, and making and implementing
established policies." Hui has served in several public organizations and
participated in a wide range of public services. This experience has helped him
to understand public aspirations and to feel the pulse of society, Tsang
said. Moreover, Hui has maintained an ongoing dialogue with political parties
and Legislative Council members. He is familiar with the workings of the
Legislative Council and will be instrumental in strengthening the relationship
between the executive and the legislature. Tsang said "Hui, with all his
strengths, will effectively assist me and serve the Hong Kong Special
Administrative Region government in implementing people-based governance,
developing a harmonious, unified and vibrant society, and contributing toward
the well-being of the country and Hong Kong." (Xinhua)
