Party wants better leaders

The Communist Party of China has conceded it needs to improve its
governance by limiting corruption, consolidating its rule and improving the
capability of officials to meet the population's needs. A Party document said
enhancing governance was important for ensuring a prosperous and stable
country. The CPC Central Committee decision on enhancing the Party's
Governance Capability was adopted at the Fourth Plenum of the 16th CPC Central
Committee, held in Beijing from September 16 to 19. Governance capability is
the Party's ability to put forward theories, guidelines, principles, policies
and tactics that enforce the Constitution and laws, as well as adopting a
scientific system of leadership. The document said that the Party must
mobilize and organize people to manage state and social affairs as well as
economic and cultural matters. It was also important to properly control the
military and build a "modern socialist country." While the CPC had scored
"remarkable achievements" in building a new China, governance was not
perfect. "Some leading cadres lack the ability to govern according to law and
the competence to deal with complicated problems," the document said. Some
leading Party members lacked a sense of responsibility, integrity and a close
connection with the public. "The problem of corruption remains quite serious
in some areas," it said, adding the problem has hurt good governance. "The
entire Party must pay great attention to these areas and take concrete measures
to resolve them." The document warned the CPC's ruling status should not be
taken for granted.
