China's ministry of Commerce
expressed strong opposition against the US government's acceptance of 13
industry petitions to reimpose quotas on Chinese textile imports on
Thursday. "The US practice has obviously violated relevant regulations under
the World Trade Organization," a spokesman for the ministry said in a statement
on its Website. "We firmly oppose such action." The us inter-agency Committee
for the Implementation of Textile Agreements said it would rule in January on
whether to impose quotas on 21 categories of Chinese textiles and garments
involved in the latest petitions it accepted after probes. Nine of the
petitions want to extend safeguards implemented by the US government but are due
to expire at the end of this year. The other four cases cover new
categories. Such safeguards cap Chinese import growth at 7.5 percent annually
to control surging Chinese textile inflows following the expiration of a global
quota system. The ministry spokesman said China hoped US would review the
move from the perspective of overall bilateral interests and deal with the
problem in a "prudent and considerate manner." The ministry, meanwhile, also
hailed the US decision to adjourn a finding until November 30 on whether to slap
safeguards on four categories of Chinese textile imports. The four categories
include Chinese imports of cotton and man-made fiber sweaters, cotton and
man-made fiber dressing gowns and robes, men's and boys' wool trousers and knit
fabric.
