SPC & SCCPPCC Sessions 2006
The annual sessions of SPC(Shanghai People's Congress) and SCCPPCC(Shanghai Committee of Chinese People's Political Consultative Conference) have begun. SPC is the highest decision-making organ of the city while SCCPPCC is the city's top advisory body.

Shanghai is targeting an annual economic growth rate of at least 9 percent over the next five years as it hones its competitive edge as an international metropolis, Mayor Han Zheng said on January 15 as he delivered a draft of the city's 11th Five-Year Plan to more than 800 members of the Shanghai People's Congress.

Shanghai is planning to install remote-control devise on streetlamps so that they can be turned on during the day in the event of rain or snow, city officials said yesterday.
The city has already installed the devices on about 20 percent of the 100,000 streetlamps in downtown Shanghai.
